Whereas the CIP program does incent the development of purpose built rental and does encourage more infilling and intensification, it does not seem to meet the needs of converting under-utilized buildings in the historical commercial areas of Niagara Falls most noteably Queen Street and Main Street where a number of buildings sit partially empty. Whereas traditional retail patterns have changed and costs to convert older buildings can be elevated. Whereas repurposing these buildings can add valuable housing stock and create a vibrant community. Whereas a short-term pilot project of incentives is proposed to convert buildings in these formal retail areas into residential units, while keeping a ground level commercial front and use. The incentives would support adding new residential units to the housing stock and revitalize commercial areas. Whereas this incentive be temporary in nature and last no longer than 5 years, with a review by Council after 3 years on the utilization, where if there are insufficient applications in the 3 years the program can be cancelled early by Council. THAT Council propose a short-term project of incentives to convert buildings in the Downtown and Historic Drummondville formal retail areas into residential units, while keeping a ground level commercial front and use. The incentives would support adding new residential units to the housing stock; and THAT this incentive be temporary in nature and last no longer than 5 years, with a review by Counci
